Janathakshan GTE Ltd successfully hosted the National Launch of the Technical Paper on Sri Lanka’s Just Transition and the Fossil Fuel Non-Proliferation Treaty on 29 October 2026 at Amari Colombo, bringing together government representatives, technical experts, researchers, civil society organisations, private sector representatives and development partners.
The event provided a platform to examine Sri Lanka’s position in the global fossil fuel transition, explore national policy and institutional frameworks, and discuss the challenges and opportunities associated with moving towards a just and sustainable energy future.

A key highlight was the presentation of the technical paper, which explored the global landscape of fossil fuel phase-out, Sri Lanka’s national perspectives and energy transition pathways, as well as challenges relating to technology transfer and climate finance.
The event also featured sectoral group discussions focusing on agriculture, power and electricity, and transport. Participants explored potential transition pathways towards 2030, 2040 and 2050, identified implementation barriers, and proposed policy, institutional, financial and technological measures needed to support a managed and equitable transition away from fossil fuels.

The discussions further highlighted the importance of multi-stakeholder collaboration, national ownership and international cooperation in advancing Sri Lanka’s Just Transition agenda.
With COP31 approaching, the technical paper and recommendations emerging from the stakeholder discussions provide a valuable foundation for further national dialogue and for bringing Sri Lanka’s perspectives and priorities into international climate discussions.
Through this initiative, Janathakshan continues to support informed dialogue, collaborative advocacy and evidence-based approaches towards a sustainable, equitable and resilient future for Sri Lanka.
