This newspaper article is a result of “From urban waste to sustainable value chains: Linking sanitation and agriculture through innovative partners” research project funded through the Knowledge and Linkages for an Inclusive Economy (KLIE) Grants Program by the Australian Government Department of Foreign Affairs and Trade (DFAT). This project is a partnership between the Institute for Sustainable Futures at the University of Technology Sydney (UTS-ISF), the International Water Management Institute (IWMI), Janathakshan (GTE) Ltd, Sabaragamuwa University of Sri Lanka (SUSL).

The SLPP endeavours to strengthen for the first time in Sri Lanka, the disaster preparedness capacity for effective emergency response by Government, Private sector, and the local Non- Government Organizations (LNGOs).The SLPP which commenced its activities in 2017, comprises the Disaster Management Centre (DMC) as the lead agency for the government, the Ceylon Chamber of Commerce for the Private sector and Janathakshan (Gte) Ltd. being the local partner for the LNGO sector. The SLPP foresees building of a strong and systematic partnership in close coordination and collaboration amongst the three sectors for strengthening Disaster Preparedness for Effective Emergency Response through capacity building, coordination and knowledge management and dissemination.

Developing a Comprehensive Disaster Preparedness Plan (CDPP) for a selected Grama Niladhari (GN) Division was identified as a priority area by the Disaster Management Center, Sri Lanka. The purpose of this CDPP is to bring all relevant stakeholders together to prepare at – risk communities during disasters. This will facilitate a more collaborative and systematic emergency management approach avoiding duplication of interventions, roles and responsibilities as well as maximum use of available resources.

For effective disaster preparedness, an efficient and effective end-to-end warning system is indispensable. From having readiness to act 24/7 on any potential disaster threat, as well as to alert and motivate the at-risk communities, adopting immediate, appropriate measures to save lives, the development of Standard Operation Procedures (SOPs) in such a context, becomes an essential part of Early Warning dissemination. In Sri Lanka, there was no proper early warning system in place, prior to the devastating 2004 Tsunami. It was only post-2004, that preparations of SOPs were initiated for all hazards. Today, SOPs are available for most of the common hazards in Sri Lanka.

Domestic Resource Mobilisation Framework for SDGs in Sri Lanka

The book proposes a ‘Domestic Resource Mobilisation Framework for SDGs in Sri Lanka’ and it intends to support the Government and its stakeholders towards implementing the SDGs in Sri Lanka. The objective of the framework is to engage public, private, civil society and all stakeholders at national, subnational and community levels in reimagining domestic resource mobilisation, reorganising the resource flows and reinvesting in transformational pathways towards recalibration of the context of implementing the SDGs. The publication is part of the project ‘Strengthening the Mobilisation of Private and Subnational Domestic Investments in Sri Lanka for the 2030 Agenda’. The project was supported by the GIZ 2030 Transformation Fund, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), and coordinated locally through the GIZ Office in Sri Lanka.
