
On February 20, 2025, Janathakshan Guarantee Limited, with financial support from the Christian Blind Mission (CBM), inaugurated a disability inclusive evacuation center in Nochchiyagama, marking a significant advancement in Sri Lanka’s efforts to build inclusive and resilience structures to ensure the risk of marginalized communities reduced in the fact of in the disasters and climate impacts.
The facility was established under the ongoing project, “Strengthening the Disability Inclusive Disaster Risk Reduction and Climate Change Adaptation Process through the empowerment of marginalized communities in Sri Lanka.” The initiative focuses on enhancing the resilience of persons with disabilities, senior citizens, and marginalized women in Sri Lanka through disability-inclusive disaster risk reduction (DiDRR) and climate change adaptation (CCA).
The inauguration ceremony was held under the patronage of the Mr. Ranjith Wimalasooriya Anuradhapura District Secretary, with the participation of Mrs. Vanee Surendranathan, CBM Country Representative, and Dr. Janaka Hemathilaka, CEO/Executive Director of Janathakshan. The event also welcomed a host of government and non-government representatives and community members, symbolizing a united commitment to inclusive disaster risk reduction.
Historically, individuals displaced by floods and other disasters in the region were relocated to temporary shelters such as temples or schools, often lacking the necessary infrastructure to accommodate people with specific needs. Recognizing this gap, Janathakshan, with formal approval from the Divisional Secretariat and the Disaster Management Centre (DMC), and technical guidance from the organization’s Disability Expert, spearheaded the development of this fully accessible center.
The new facility includes customized accessibility features, ensuring that all individuals, regardless of ability, can seek refuge safely and comfortably during crises. Trained staff are equipped to support diverse community needs, creating an environment where inclusion and respect are prioritized.
More than just a shelter, the center serves as a model for inclusive disaster preparedness across Sri Lanka. It stands as a testament to the power of collaboration, foresight, and a rights-based approach to disaster management.
